| Program Results 2008-2009 Program Evaluation The Program Evaluation report is an evaluation tool used in combination with other forms of measurement throughout a contract year to provide a snapshot of what is happening within each activity and are intended to use as a guide with program planning. Some of the additional instruments used to look at the performance of an activity includes: recommendations from the issues committees, fiscal and program monitoring, and the Performance Based Incentive System. Each activity is given a set of outputs and outcome objectives that are reviewed by board members in the specific issues committees designed to address three critical areas: Early Care and Education, Health and Safety, and Family Support. Performance Based Incentive System (PBIS) Each year local partnerships are expected to make progress toward meeting the minimum standard on their selected PBIS criteria and/or maintain the minimum standard for each of these PBIS criteria.
